Provides that the circuit clerk may appoint, either full-time or part-time, an Illinois licensed attorney at law to represent the office of the circuit clerk in the collection of a debt due and owing to the circuit clerk; collection of child support administrative fees; review of contracts regarding the circuit clerk's office; and collection of dishonored checks and unpaid fees.
