PUB AID CD-MANGD CARE EXMPTION                                             

Synopsis of Bill as introduced:
        Amends  the  Illinois  Public  Aid  Code.   Provides   that   the      
   Department of Public Aid may not require any individual under 19 years      
   of  age to enroll in any managed care program who is in foster care or      
   otherwise in an out-of-home placement.  Provides  that  persons  under      
   age 18 who have been removed from their homes by a circuit court shall      
   be  Medicaid  eligible if they satisfy certain Department criteria and      
   that financial eligibility factors shall not apply  to  wards  of  the      
   court   nor   affect  a  ward's  Medicaid  eligibility,  although  the      
   Department may seek reimbursement for services rendered  to  the  ward      
   from the ward's parents.  Effective immediately.                            
        HOUSE AMENDMENT NO. 1.                                                 
        Changes criteria for Medicaid eligibility for  persons  under  18      
   who are removed from their homes by a circuit court.  Deletes language      
   providing  that financial eligibility factors do not apply to wards of      
   the court nor affect a ward's Medicaid eligibility.
