Provides that in a municipality with a population of 5,000 or less where a taxing district has property located in the redevelopment project area and the taxing district has uninsured indebtedness due for which the taxing district has assessed a special levy, the municipality may refund to the taxing district any moneys received by the municipality as tax increment funds solely by reason of increased revenue produced by the taxing district's special levy.
