Short description: 
SEX OFFENDER REGISTRATION                                                  

Synopsis of Bill as introduced:
        Amends the Sex Offender Registration Act and the Sex Offender and      
   Child   Murderer  Community  Notification  Law.   Adds  definition  of      
   "juvenile  sex  offender";  adds  definitions  of  "sexual  predator",      
   "out-of-State   student",  and  "out-of-State  employee"  and  imposes      
   registration requirements on those persons.  Takes into  consideration      
   a  criminal  charge  or conviction under the law of a foreign country.      
   Subjects sexually violent persons to the same requirements as sexually      
   dangerous persons. Requires a person convicted  of  murder  against  a      
   person  under  18  to  register  for  natural life (rather than for 10      
   years).  Requires sexually violent persons  and  sexual  predators  to      
   register  for  natural  life  if  not confined or, if confined, for 10      
   years after parole,  discharge,  or  release.   Authorizes  a  10-year      
   extension  of  the  registration  period  for failure to comply. Makes      
   other changes. Effective July 1, 1999.                                      
        SENATE AMENDMENT NO. 1.                                                
        Provides that "juvenile sex offender" under both the Sex Offender      
   Registration Act and the Sex Offender  and  Child  Murderer  Community      
   Notification  Law  includes  a  person  who  is adjudicated a juvenile      
   delinquent as a result of adjudication as a sexually dangerous  person      
   or  sexually  violent  person  or  as  a result of conviction of first      
   degree murder.  In the definition of "out-of-State  student",  removes      
   the  requirement of enrollment for a minimum period of time.  Provides      
   that "out-of-State  student"  and  "out-  of-State  employee"  include      
   sexual  predators as well as sex offenders. Requires a sex offender or      
   sexual  predator  to  register  with  the  chief  of  police  of   the      
   municipality  in  which  he or she resides or is temporarily domiciled      
   for 10 or more days (rather than  more  than  10  days).   Requires  a      
   hospital  or  other  facility that discharges a sex offender or sexual      
   predator to notify the Department  of  State  Police  within  3  days.      
   Requires  a sexually violent person or sexual predator who is confined      
   to a penal institution or other facility to register for natural  life      
   (rather  than  for  a  period  of  10  years)  after  release from the      
   facility.  Makes other changes.
