Provides that, in the case of a classification sanctioned by the United States Department of Labor and prescribed by the Director of Employment Security by rule, the contribution rate of each employer under that classification shall be the average contribution rate for that classification, and the contribution rates of certain employers under that classification are subject to specified limits.
