Provides that the definition of automated red light includes a system designed to obtain the photograph of a vehicle that enters an intersection after the light turns red. Provides that the owner of a vehicle used in a red light violation shall be liable for the violation if the violation was recorded by an automated red light system, with exceptions. In a Section concerned with administrative adjudication of violations, adds violations recorded by an automated red light. Requires a municipality to forward a report of the adjudication to the Secretary of State. FISCAL NOTE (Secretary of State) Fiscal impact could not be determined.
