ILL ST COLLECTION-1986-TECH                                                

Synopsis of Bill as introduced:
        Amends the Illinois State Collection Act of 1986.  Adds a caption      
   and makes a stylistic change to the short title Section.                    
        HOUSE AMENDMENT NO. 1.                                                 
          Deletes reference to:                                                
          20 ILCS 210/1                                                        
          Adds reference to:                                                   
          30 ILCS 210/5                   from Ch. 15, par. 155                
          30 ILCS 500/50-11 new                                                
          30 ILCS 500/50-60                                                    
        Deletes everything.  Amends the Illinois State Collection Act  of      
   1986.   Provides that the Comptroller may use the Comptroller's offset      
   system to determine if a claim is made  against  a  State  contractor.      
   Provides  that  if  the Comptroller finds a State contractor's name in      
   the Comptroller's offset system, the Comptroller may  inform  (i)  the      
   notifying  agency that submitted the claim to the Comptroller's offset      
   system, (ii) the contracting agency, and (iii) the contractor that the      
   contractor's name was detected by  the  system.  Amends  the  Illinois      
   Procurement Code.  Provides that no person shall enter into a contract      
   with  the  State if that person knows or should know that he or she is      
   (i) in arrears under an order for child support in an amount equal  to      
   90  days or more of obligations or (ii) delinquent in the payment of a      
   debt owed to the State.  Provides that  every  bid  submitted  to  and      
   contract  executed  by  the State shall contain a certification by the      
   contractor that the contractor is not  barred  from  being  awarded  a      
   contract  because  the  contractor  is in arrears for child support or      
   delinquent in the payment of a debt owed to the State.   Provides that      
   if during the term of a contract the contracting agency is informed by      
   the Comptroller  that  a  contractor  is  in  arrears  in  support  or      
   delinquent  in  the  payment of a debt owed to the State, the contract      
   may be declared void by the chief procurement officer if it is in  the      
   best  interest  of the State.  Provides that in determining whether to      
   void a contract, the chief procurement officer  may  confer  with  the      
   notifying  agency that submitted the claim to the Comptroller's offset      
   system.
