Short description: 
GROWTH PLANNING ACT                                                        

Synopsis of Bill as introduced:
        Creates the Growth Planning Act.   Requires  each  county,  other      
   than  Cook  County, to appoint a coordinating committee to recommend a      
   growth plan for the  county.   Requires  adoption  of  a  growth  plan      
   approved  by  the  coordinating  committee  by  the county and by each      
   municipality in the county.  Provides for the resolution  of  disputes      
   between  counties  and  municipalities  concerning  the  growth  plan.      
   Requires approval of the growth plan by the Department of Commerce and      
   Community  Affairs.  Provides for the amendment of a growth plan after      
   3 years. Provides for judicial review of the plan.  Requires the  plan      
   to  include  certain  information  concerning urban growth boundaries,      
   planned  growth  areas,  and  rural  areas.  Requires  that  land  use      
   decisions in the county after the approval of the plan  be  consistent      
   with  the  plan.   Provides that counties with an approved growth plan      
   may be awarded extra  consideration  by  the  Department  for  grants.      
   Preempts home rule.  Effective immediately.
