Grants an additional tax credit to taxpayers eligible for the Jobs Tax Credit in an amount equal to 5% of the taxpayer's net income for 25 or more employees hired to work for the taxpayer in the taxable year. Establishes a separate jobs creation credit and grants a credit against the tax imposed by the Act in an amount equal to 2.5% of a taxpayer's net income for 25 or more employees hired to work for the taxpayer in the taxable year. Exempts the credits from the Act's sunset requirement.
