Provides that each elected official (now the governing body of the local governmental entity) may decide how to administer and implement the acceptance of credit cards for certain debts unless the governing body of the entity mandates otherwise. Provides that fees in excess of 3% (now the lesser of $40 or 3%) may not be added to a tax payment.
