Provides that in certain municipalities if all the offices to be filled in the primary election are uncontested, the municipality need not hold a primary. Provides that if one or more offices, but not all, are uncontested, the municipality need not hold a primary with respect to the uncontested offices. Provides that the primary must be held if a person files notice with the election authority, in a timely manner, that he or she intends to become a write-in candidate for an uncontested office. Effective immediately.
