Provides that a municipality shall not proceed with demolition, repair, enclosure, or clean-up of a building if any person with a legal or equitable interest in the property has sought a court hearing. Provides that any person with a current legal or equitable interest in the property may file with the court an objection to a municipality's proposed action for the dangerous or abandoned building. Provides that a municipality's lien for abandoned building costs is superior to existing liens, except taxes, if the municipality files a notice of lien within 180 days after incurring the costs.
