Synopsis of Bill as introduced:
        Amends the Clerks of Courts Act.  Authorizes a clerk  to  execute      
   his or her signature electronically or digitally.  Requires a clerk to      
   make court records available to the public regardless of whether those      
   records  are  maintained  in  a  documentary,  electronic,  or digital      
   format.  Authorizes the clerk to maintain  records  in  an  electronic      
   database.
