Provides that privately owned community water systems are eligible for loans through the Water Pollution Control Loan Program. Defines "privately owned community water system". Effective immediately. SENATE AMENDMENT NO. 1. Adds reference to: 415 ILCS 5/19.4 from Ch. 111 1/2, par. 1019.4 415 ILCS 5/19.6 from Ch. 111 1/2, par. 1019.6 415 ILCS 5/19.8 from Ch. 111 1/2, par. 1019.8 Deletes everything. Amends the Environmental Protection Act. Provides that privately owned community water supplies are eligible for loans through the Water Pollution Control Loan Program. Defines "privately owned community water supply". Changes the amount of time in which the local government unit or privately owned community water supply has to respond to a notice of delinquency from 30 days to 15 days.
