House Sponsors: ZICKUS-LYONS,EILEEN. Short description: MINING-BLASTING OPERATIONS Synopsis of Bill as introduced: Amends the Surface-Mined Land Conservation and Reclamation Act. Provides that blasting operations shall be conducted only between the hours of 9:00 a.m. and 5:00 p.m. Monday through Friday. Provides that the Department shall promulgate rules to establish a set of blasting standards in urban areas and to conduct studies to determine the appropriate levels of blasting in urban areas. Allows municipalities to regulate blasting concurrently with the State. Preempts home rule. Effective immediately.
