Provides that moneys in the Drunk and Drugged Driving Prevention Fund shall be appropriated to the Department of Human Services for the purpose of making grants to reimburse counties for their expenses in developing and implementing programs and procedures to identify and redirect delinquent youth under the Juvenile Court Act of 1987.
