Synopsis of Bill as introduced:
        Amends the Illinois Procurement Code.  Exempts  professional  and      
   artistic  services  contracts  between  a  State agency and a private,      
   not-for-profit university for certain medical,  technical,  or  social      
   services from competitive proposal requirements.
