Allows a sophomore undergraduate student to be awarded an Illinois Incentive for Access Grant. Increases the number of semesters or quarters for which a person may be awarded an Illinois Incentive for Access Grant to 4 (from 2) semesters or 6 (from 3) quarters. Effective January 1, 2000.
