House Sponsors: NOVAK. Short description: VEH CD-LIC APPLICATION-BLIND Synopsis of Bill as introduced: Amends the Illinois Vehicle Code and the State Finance Act. Amends the Illinois Vehicle Code to provide that an application form for a license or instruction permit shall include a provision indica- ting that if the applicant wishes to contribute to the Prevent Blind- ness Fund, he or she may do so by stating the amount of the contribu- tion on the form. Provides that the money in the Preventness Blindness Fund shall be paid, subject to appropriation by the General Assembly and approval by the Secretary, as grants to the Illinois-based Pre- vent Blindness America for the purpose of preventing blindness and preserving the sight of residents. Amends the State Finance Act to create the Prevent Blindness Fund. Effective January 1, 2000. FISCAL NOTE (Dept. of Transportation) HB246 will have no fiscal impact on IDOT.
