Allows an income tax credit in an amount equal to the amount contributed to a shelter or similar facility for victims of domestic violence. Provides that the credit may not exceed $250 or the taxpayer's liability, whichever is less. Prohibits the carry forward or backward of an excess tax credit to any other year's tax liability. Exempts the credit from the sunset provisions.
