PHONE-BASIC RESIDENTIAL SERVCE                                             

Synopsis of Bill as introduced:
        Amends the Public  Utilities  Act.   Requires  telecommunications      
   carriers   providing  local  exchange  telecommunications  service  to      
   residential customers to provide, at a minimum, a local  calling  zone      
   that  includes  local government offices, schools, a medical facility,      
   and  a  primary  commercial   center.    Defines   terms.    Effective      
   immediately.
