   70 ILCS 2305/11 from Ch. 42, par. 287

Amends the North Shore Sanitary District Act. Provides that
competitive bidding requirements do not apply to contracts for the

excess of $40,000, without competitive bidding to meet an operating
emergency that does not affect the public health and safety. Requires
a written account of purchases made to meet an operating emergency to
be immediately submitted to the Board of Trustees. Requires the
written account to be available for public inspection for a period of
one year after the date of the purchase.
