        Amends the Children and Family Services Act.  Provides  that  the      
   accounts  set  up and administered by DCFS for the benefit of children      
   for whom the Department is legally responsible and  who  are  eligible      
   for  benefits  or  payments need not be savings accounts or individual      
   accounts.  Provides that DCFS shall establish a minimum of  3  citizen      
   review  panels composed of persons broadly representative of community      
   leaders, including persons with expertise in the prevention  of  child      
   abuse  and neglect, to evaluate the extent to which public and private      
   agencies are  discharging  their  child  protection  responsibilities.      
   Repeals  the Section requiring DCFS to submit quarterly reports to the      
   Department of Public Health regarding the number of  children  in  the      
   State  addicted  at  birth.   Amends  the  School Code to provide that      
   school personnel shall cooperate fully with DCFS investigators and law      
   enforcement officers seeking to determine whether a student who is the      
   subject of a possible suspension has been the victim of child abuse or      
   neglect.  Amends the Child  Care  Act  of  1969.   Provides  that  for      
   purposes  of  admission  to  a group home, the term "child" includes a      
   person under 21 referred by a parent or guardian or an  agency  having      
   responsibility  for  the  person  under  the Juvenile Court Act or the      
   Juvenile Court Act of 1987.  Amends the  Abused  and  Neglected  Child      
   Reporting  Act.   Provides that a States Attorney is authorized to and      
   shall receive an unfounded report of  child  abuse  and  neglect  when      
   there  is  a  case under the Juvenile Court Act of 1987 pending in the      
   State's Attorney's county involving a child who is the subject of  the      
   unfounded  report.     Amends  the Adoption Act.  Adds a space for the      
   child's name on the Affidavit of Identification to be completed  by  a      
   mother  who  is  consenting  to  the adoption of her child.  Effective      
   immediately.

        Deletes most of the provisions of  the  bill.   The  bill,  after      
   amendment, does the following: Amends the Children and Family Services      
   Act.  Provides that DCFS shall establish a minimum of 3 citizen review
