DONAHUE. 220 ILCS 5/13-301.5 new Amends the Public Utilities Act. Creates the Affordable Rural Telecommunications Service Program Design Group to study the necessity of creating a fund to compensate providers of local exchange telecommunications service to mitigate the price impact on consumers resulting from the high or rising cost of providing that service. Requires the Program Design Group to report its findings and recommendations to the General Assembly by January 1, 2001.
