Provides that the Department of Natural Resources shall seek and obtain the advice and consent of the Illinois Forestry Development Council regarding Urban/Community Forestry Assistance Grants. Amends the Illinois Forestry Development Act. Recreates the Illinois Forestry Development Council. Provides that the Council shall report annually to the General Assembly, no later than July 1, regarding its evaluation of urban forestry assistance grants under the Urban and Community Forestry Assistance Act.
