Requires the State Board of Education to consult with the State Teacher Certification Board with respect to establishing criteria for the issuance of Initial and Standard Elementary Certificates, adopting rules for the issuance of Standard Elementary and Standard Secondary Certificates with appropriate special certification designations, and establishing criteria for the issuance of Initial and Standard Secondary Certificates.
