RAUSCHENBERGER-JACOBS.

   220 ILCS 5/10-103         from Ch. 111 2/3, par. 10-103                     
   220 ILCS 5/10-103.1 new                                                     

        Amends the Public Utilities Act.  Provides  that  all  pleadings,      
   motions,  rulings, evidence received, statements of matters officially      
   noticed, offers of proof and objections to and rulings on those offers      
   of proof, proposed findings and exceptions, decisions, or  reports  by      
   the  hearing  examiner  shall  be  included as part of the record in a      
   proceeding before the Illinois  Commerce  Commission.   Provides  that      
   certain  documents  and  information  shall  not form the basis of any      
   finding of fact in a proceeding, investigation, or  hearing  conducted      
   by  the  Commission except upon notice and opportunity for all parties      
   to  participate.   Prohibits  certain   communications   between   the      
   Commission  and  its  staff  and  certain  third parties, and requires      
   disclosure of other communications.  Makes other  changes.   Effective      
   immediately.
