Mandates that the Cooperative Extension Service of the College of Agriculture of the University of Illinois create a Cooperative Development Board. Provides that, subject to appropriation, the Board shall establish, assist, and enhance the development of local and regional agricultural cooperatives to provide support to Illinois family farmers. Effective immediately. SENATE AMENDMENT NO. 1.
