Provides that a taxpayer who paid taxes under one or more of these Acts on propane or home heating oil on or after July 1, 2000 and before the effective date of this amendatory Act of the 91st General Assembly is eligible for a refund of 80% of the tax paid under these Acts during that period. Amends the State Finance Act to provide for the distribution of the 1.25% tax on propane and home heating oil.
