        Amends the Cook County Article of the Illinois  Pension  Code  to      
   make   numerous   changes   affecting   eligibility,   benefits,   and      
   administration  of  benefits for various public employees.  Amends the      
   State Mandates Act to require  implementation  without  reimbursement.      
   Effective immediately.

          The fiscal impact of HB 4191 has not been determined, but is         
          estimated to be minor.
