service credit in the Chicago Municipal, Chicago Park District, and
State Employee retirement systems. Requires payment of employee and
employer contributions plus interest. Amends the State Mandates Act
to require implementation without reimbursement. Effective
   immediately.

The fiscal impact of HB 4187 cannot be determined, as the
amount of service credit that may be established is unknown.
There would be a fiscal impact if the required contributions
and interest do not fully address the increase in accrued
          liability.
