   New Act                                                                     
   720 ILCS 5/24-3           from Ch. 38, par. 24-3

   730 ILCS 5/3-3-9          from Ch. 38, par. 1003-3-9                        

        Creates the Firearms Dealer Licensing Act.  Requires a person who      
   engages in the business of selling  or  transferring  firearms  to  be      
   licensed   by   the   Department   of   State   Police.    Establishes      
   qualifications  for  licenses. Provides that it is a Class 4 felony to      
   engage in the business of selling or transferring firearms  without  a      
   license.  Requires a licensed firearms dealer who sells or transfers a      
   firearm  to  a person who is not a licensed dealer to report that sale      
   or transfer to the Department of State  Police.  Amends  the  Criminal      
   Code  of  1961.   Makes  changes  in  the  offense of unlawful sale of      
   firearms.  Changes the  offense  to  unlawful  transfer  of  firearms.      
   Prohibits   a  federally  licensed  firearm  dealer  from  selling  or      
   possessing with an intent to sell more than one handgun  to  a  person      
   within  a 30 day period.  Prohibits a person from purchasing more than      
   one handgun per month.  Provides exceptions.  Amends the Unified  Code      
   of  Corrections  to  require  the  Prisoner Review Board to revoke the      
   parole or mandatory supervised release of a person found in possession      
   of a firearm that is a  violation  of  the  conditions  of  parole  or      
   mandatory supervised release.
