BRADY, WINTERS, HAMOS, FEIGENHOLTZ, SHARP, 
   MCGUIRE AND HOLBROOK.

(MAITLAND-LIGHTFORD-TROTTER-BOMKE)

   20 ILCS 605/605-830 new                                                     

        Amends the Department of Commerce and Community  Affairs  Law  of      
   the  Civil Administrative Code of Illinois. Creates the Transportation      
   to Work Program, consisting  of  the  Transportation  to  Work  Grants      
   Program  and  the  Car  Purchase  Loans  Program, in the Department of      
   Commerce and Community Affairs. Provides that  the  Transportation  to      
   Work  Grants Program shall provide grants to units of local government      
   for the provision of transportation assistance to low income  workers.      
   Provides  that in each fiscal year the Department shall make one grant      
   in each county of the State.   Sets  criteria  for  a  unit  of  local      
   government to qualify for a grant. Provides that the Car Purchase           
   Loans Program shall make loans to low income workers to purchase auto-      
   mobiles. Provides that the Car Purchase Loans Program shall be con-         
   tracted out to non-profit organizations, to for-profit organizations        
   on a not-for-profit basis, or to units of local government. Sets cri-       
   teria for the contracts and the loans. Requires the Department to           
   adopt rules necessary to administer the Transportation to Work Grants       
   Program and the Car Purchase Loans Program. Effective immediately.
