WIRSING. (BURZYNSKI) 110 ILCS 805/2-16.03 from Ch. 122, par. 102-16.2 110 ILCS 805/3-37 from Ch. 122, par. 103-37 Amends the Public Community College Act. Changes the purposes for which expenditures and distributions from the AFDC Opportunities Fund shall be made to the Illinois Community College Board. Removes the requirement that the board of a community college district have the prior approval of the Board of Higher Education before entering into an installment loan arrangement with a financial institution for the purpose of borrowing money to buy sites and to either buy or build and equip buildings and improvements. Removes the provision that allows the board of the community college district to enter into the installment loan arrangement for the purpose of transferring funds to the Illinois Building Authority.
