        Amends the State Employees  Group  Insurance  Act  of  1971,  the      
   Counties  Code,  the  Illinois  Municipal  Code,  the School Code, the      
   Illinois Insurance Code, the Health Maintenance Organization Act,  and      
   the  Voluntary Health Services Plans Act by providing that if a policy      
   provides coverage for prescription drugs approved by the federal  Food      
   and  Drug  Administration  for  the  treatment  of impotency, then the      
   policy must provide coverage for prescription drugs for the prevention      
   of pregnancy.  Amends the Hospital Licensing Act by providing that  no      
   hospital may promulgate policies or implement practices that determine      
   differing standards of obstetrical care based on a patient's source of      
   payment or ability to pay for medical services; requires each hospital      
   to  develop  a  written  policy  reflecting  this  and to post written      
   notices of this policy in  the  obstetrical  admitting  areas  of  the      
   hospital  by  July  1,  2000.  Amends  the Illinois Public Aid Code by      
   providing  that  the  Department   of   Public   Aid   shall   provide      
   reimbursement  to  medical  providers  of epidural anesthesia services      
   when ordered by the attending practitioner at the  time  of  delivery.      
   Effective immediately.
