        Amends the School Code. Requires the State Board of Education  to      
   establish  a  uniform statewide school expulsion policy.  Requires the      
   State Board of Education to  establish  a  process  whereby  a  school      
   board's  decision  to expel a pupil may be appealed at the local level      
   and then at the State  level.   Provides  that  a  pupil  may  not  be      
   expelled  for  fighting  unless  the fight involves a weapon. Requires      
   (instead of allows) an expelled student to be immediately  transferred      
   to  an  alternative  school  program,  if  the  program  is available.      
   Provides that if the program is available but no  opening  exists  for      
   the  student,  the  student  shall  be  offered  a  form  of  in-house      
   suspension  at  the  school from which he or she was expelled until an      
   opening becomes available. Effective July 1, 2000.
