        Amends the Attorney General  Act  and  the  Department  of  State      
   Police  Law  of  the  Civil Administrative Code of Illinois.  Provides      
   that  the  Department  of  State  Police  shall   compile   statistics      
   concerning  criminal  and  traffic  law  enforcement,  including those      
   relating to  the  frequency  of  traffic  stops  and  the  age,  race,      
   ethnicity,  and sex of the person stopped, the alleged violations that      
   led to the stop, whether the vehicle or persons in  the  vehicle  were      
   searched,  and whether an arrest resulted from the stop. Provides that      
   the Attorney General shall investigate any complaints in the disparity      
   in enforcing criminal laws and traffic laws of this State  based  upon      
   race, ethnicity, age, or sex and shall publish an annual report of his      
   or her investigations.  Effective immediately.

          If HB 3911 became law, the State Police would require $10.0 to       
          $14.0 million for start-up and development costs, and annual         
          operating costs of $6.0 to $10.0 million to administer the           
          program relating to the extensive data collection, correlation,      
          analysis and dissemination requirements.                             
        HOUSE AMENDMENT NO. 1.                                                 
          Deletes reference to:                                                
          15 ILCS 205/4.5 new                                                  
          20 ILCS 2605/2605-395 new                                            
          Adds reference to:                                                   
          625 ILCS 5/11-212 new                                                
        Deletes everything. Amends the Illinois Vehicle Code. Provides         
   for a 4-year traffic stop statistical study requiring State law en-         
   forcement officers to record on the face of a uniform traffic cita-         
   tion or warning citation the race of the motorist and whether there         
   was a search of the vehicle, vehicle driver, or passenger resulting in      
   no further legal action. Requires the Secretary of State for 3 years        
   to compile and study traffic stop data to determine whether there is        
   a pattern of discrimination throughout the State in the enforcement         
   of the Illinois Vehicle Code and make a report of those findings to         
   the legislative leaders and the Governor. Effective immediately.

          If HB 3911 were to become law, the Ill. State Police would re-       
          quire approximately $160,000 to meet the information gathering       
          and reporting requirements contained in the bill with H-am 1.        
        HOUSE AMENDMENT NO. 2.                                                 
        Deletes provision requiring each clerk of the  circuit  court  to      
   compile traffic stop data.  Provides that the Director of State Police      
   shall  compile  data obtained from the traffic citation as to the race      
   of the  motorist  and  searches  of  vehicles,  vehicle  drivers,  and      
   passengers that resulted in no further legal action.

          The Ill. State Police would require approximately $350,000 to        
          meet the information gathering and reporting requirements con-       
          tained in the bill with H-am 2.
