LANG-FEIGENHOLTZ-WOOLARD-BOLAND-ERWIN, SLONE, 
   HOLBROOK, FOWLER, BRADLEY, GASH, MCGUIRE, DELGADO, SILVA, 
   HOFFMAN AND SCULLY.

(MAITLAND-MAHAR)

   New Act                                                                     

        Creates   the   State   University   Scholarship   Act.    Allows      
   scholarships to be awarded to entering freshman, sophomores,  juniors,      
   and  seniors  at  public  universities. Establishes Illinois residency      
   requirements, minimum grade  point  average  requirements,  and  other      
   requirements  that  the  student  must  meet  to  be  eligible  for  a      
   scholarship.  Provides  that  the  scholarship, subject to the amounts      
   appropriated by the General Assembly, includes tuition  and  mandatory      
   fees.   Authorizes  the  Illinois  Student  Assistance  Commission  to      
   promulgate  rules  relating  to the scholarships. Effective January 1,      
   2002.                                                                       
        HOUSE AMENDMENT NO. 1.                                                 
        Changes the name of the Act to the Higher  Education  Scholarship      
   Act.    Allows  scholarships  to  be  awarded  to  students  at public      
   community colleges in this State.                                           
        HOUSE AMENDMENT NO. 2.                                                 
        Requires a student, as a condition for receiving  a  scholarship,      
   to  certify  that  he  or  she has applied for other federal and State      
   grants.                                                                     
        HOUSE AMENDMENT NO. 3.                                                 
        Changes the effective date from January 1, 2002 to July 1, 2001.       
          FISCAL NOTE, H-AM 1,2,3 (Ill. Student Assistance Commission)         
          The cost of the Higher Education Scholarship Act has been            
          calculated by multiplying the number of students enrolled in         
          Illinois public universities and community colleges, full-time       
          or part-time, by 55% (the approximate percentage of students         
          who earn a B average) and the mean cost of tuition and fees at       
          Illinois public universities and community colleges. Subtrac-        
          ting the amount of federal grants and Illinois MAP grants re-        
          ceived by Illinois students at public universities and commun-       
          ity colleges bring the total fiscal impact of HB 3831 to an          
          estimated $100 million annually.                                     
          FISCAL NOTE, H-AM 1 thru 4 (Ill. Student Assistance Commission)      
          Same as the SAC fiscal note, as amended, but with an increased       
          impact of $170 million annually.                                     
        HOUSE AMENDMENT NO. 4.                                                 
        Allows  students  at  all  community  colleges,   colleges,   and      
   universities  located in the State to be awarded scholarships (instead      
   of just those students at public community colleges and universities).      
   Provides that a  scholarship  for  a  private  institution  of  higher      
   education  includes  tuition  and approved mandatory fees in an amount      
   not to exceed the maximum amount allowed to be awarded  each  academic      
   year under the Monetary Award Program.
