   DAVIS,MONIQUE, HOLBROOK, CROTTY, HULTGREN AND MATHIAS.

        Amends the Illinois Lottery Law to ban persons under 21 years  of      
   age  from purchasing lottery tickets. Amends the Illinois Horse Racing      
   Act of 1975 to ban persons under 21 years of age from being  a  patron      
   of the pari-mutuel system of wagering. Effective immediately.               
          STATE DEBT NOTE, H-AM 1 (Economic and Fiscal Commission)             
          This legislation would not affect the bonding authorization of       
          the State, and, therefore, has no direct impact on the level of      
          State indebtedness.                                                  
          FISCAL NOTE, AMENDED (Illinois State Lottery)                        
          The fiscal impact of HB 3490 would be very difficult to deter-       
          mine. As little as a 5% decrease in lottery play would have a        
          $75 million impact on sales. After payment of lottery prizes,        
          deduction of administrative costs, and various payments to           
          vendors, approximately 36% of lottery profits are transferred        
          to the Common School Fund. It is estimated that HB 3490 will         
          result in a decrease of transfers to the Common School Fund of       
          several million dollars.                                             
        HOUSE AMENDMENT NO. 1.                                                 
        Further amends the Illinois Lottery Law and  the  Illinois  Horse      
   Racing  Act  of  1975.   Provides  that  the provisions increasing the      
   minimum legal age for purchasing lottery tickets and for participating      
   in the pari-mutuel system of wagering do not apply to persons who  are      
   in active duty in the United States armed services.
