Adds a provision granting the Office of the State Fire Marshal the authority to impose administrative citations regarding underground storage tanks on contractors. Provides civil penalties for specified violations. Provides that the contractor named on the administrative citation may appeal the citation to an advisory board and then to the Pollution Control Board.
