Increases the minimum widow's annuity to $800 per month on January 1, 2000 and to $1,000 per month on January 1, 2001 for all surviving spouses. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately. PENSION NOTE (Pension Laws Commission) HB 3098 would increase the accrued liability of the Chicago Firefighters' Fund by an estimated $13.0 million.
