   BURKE, SCULLY, MCCARTHY, BROSNAHAN, DAVIS,STEVE, 
   GRANBERG, MITCHELL,JERRY, GARRETT, MCKEON, JONES,JOHN, 
   SILVA, GILES, NOVAK, SCHOENBERG, HOLBROOK, HOFFMAN, BELLOCK, 
   MOFFITT, BRADLEY, MCAULIFFE, SAVIANO, CURRY,JULIE, 
   HARRIS, FLOWERS, WOJCIK, GASH, MULLIGAN AND MITCHELL,BILL.

   New Act                                                                     

        Creates the Tobacco Settlement Proceeds for Seniors' Health  Care      
   Act.    Provides  that not less than 25% of the amounts distributed by      
   the State from tobacco settlement proceeds received by the State shall      
   be dedicated to improving the health of senior  citizens  in  Illinois      
   through  the funding of services and programs including home-delivered      
   meals, health  care  transportation,  home  health  services,  in-home      
   respite  care,  property  tax  relief  and  pharmaceutical assistance,      
   improvement  of  case  management  systems,  and   smoking   cessation      
   programs.  Effective immediately.                                           
        HOUSE AMENDMENT NO. 1.                                                 
          Adds reference to:                                                   
          320 ILCS 25/3.15                from Ch. 67 1/2, par. 403.15         
          320 ILCS 25/4                   from Ch. 67 1/2, par. 404            
        Deletes everything.  Creates the same Tobacco Settlement Proceeds      
   for Seniors' Health Care Act as the bill but in the list  of  services      
   for  senior  citizens  funded by tobacco settlement proceeds, does not      
   include property tax relief or improvement of case management systems,      
   and  replaces  smoking  cessation  programs  with  smoking   cessation      
   campaigns  through senior centers, senior nutrition programs, and case      
   coordination units. Amends the Senior Citizens  and  Disabled  Persons      
   Property  Tax Relief and Pharmaceutical Assistance Act.  Provides that      
   a "covered prescription drug" includes any prescription drug  used  in      
   the  treatment  of pulmonary disease or respiratory diseases, or both.      
   Beginning in the 2000 grant year, changes the maximum household income      
   allowable for a  pharmaceutical  assistance  grantee  from  less  than      
   $16,000 to less than $25,000.  Effective immediately.                       
          PENSION NOTE, H-AM 1, 2 (Ill. Pension Laws Commission)               
          This legislation would not affect the accrued liabilities or         
          annual cost of any Illinois public pension fund or retirement        
          system.                                                              
          STATE DEBT NOTE, H-AM 2 (Economic and Fiscal Commission)             
          This legislation would not change the amount of authorization        
          for any type of State-issued or State-supported bond, and,           
          therefore, would not affect the level of State indebtedness.         
          CORRECTIONAL NOTE, H-AM 2 (Department of Corrections)                
          There would be no corrections population or fiscal impact.           
          JUDICIAL NOTE, H-AM 2 (Administrative Office of Ill. Courts)         
          It has been determined that the bill would neither decrease          
          nor increase the number of judges needed in the state.               
          HOUSING AFFORDABILITY NOTE, H-AM 2

          There will be no fiscal impact on a single-family residence.         
          STATE MANDATES NOTE, H-AM 2

          HB 2993 (H-am 2) does not create a State mandate.                    
          HOME RULE NOTE, H-AM 2                                               
          (Department of Commerce and Community Affairs)                       
          HB 2993 (H-am 2) pertains to services for senior citizens fund-      
          ed by tobacco settlement proceeds and does not contain language      
          indicating a pre-emption of home rule powers and functions.          
          Therefore, HB 2993 (H-am 2) does not pre-empt home rule autho-       
          rity.                                                                
          FISCAL NOTE, H-AM 2 (State Treasurer)                                
          Estimated collections for FY00 are $377,753,000 and FY01 are         
          $283,820,000; 25% of this amount would be $165,393,250. FY02         
          collections are estimated to be $342,929,000; 25% of this would      
          be $85,732,250. Future estimates are affected by several fac-        
          tors outside the State's control, including inflation, increase      
          or decrease in tobacco sales, and additional settlements by          
          local governments.
