        Amends the Pharmacy Practice Act and the Illinois Food, Drug  and      
   Cosmetic  Act.  Provides that pharmacists may substitute generic brand      
   drugs, provided that the selected drug has been rated  therapeutically      
   equivalent  to  the  prescribed drug in the Orange book or meets other      
   specified criteria. Effective immediately.                                  
        HOUSE AMENDMENT NO. 1.                                                 
        Replaces  everything  after  the  enacting  clause.   Amends  the      
   Pharmacy Practice Act  of  1987  and  the  Illinois  Food,  Drug,  and      
   Cosmetic Act to make technical changes.                                     
        HOUSE AMENDMENT NO. 2.                                                 
        Replaces  everything  after  the  enacting  clause.   Amends  the      
   Pharmacy Practice Act of 1987 and the Illinois Food, Drug and Cosmetic      
   Act.  Provides that a generic drug determined  to  be  therapeutically      
   equivalent  by  the  United  States Food and Drug Administration (FDA)      
   shall be available for substitution in Illinois,  provided  that  each      
   manufacturer  submits  a  notification  containing  product  technical      
   bioequivalence  information as a prerequisite to product substitution.      
   Provides that, if the Technical Advisory Council finds that a  generic      
   drug  product  may  have issues related to the practice of medicine or      
   the practice of pharmacy, the Technical Advisory Council shall hold  a      
   hearing.   Provides  that  a  decision to prohibit a generic drug from      
   substitution must be accompanied by a written detailed explanation  of      
   the  basis  for the decision.   Provides that drug products previously      
   approved by the Technical Advisory Council for generic interchange may      
   be substituted in the State of Illinois without further  review  under      
   specified circumstances.  Provides an immediate effective date for the      
   sole  purpose  of  allowing  the  Department of Public Health to begin      
   rulemaking, otherwise effective on September 1, 2000.
