   105 ILCS 5/3-15.10        from Ch. 122, par. 3-15.10                        

        Amends the School Code.  Prohibits a regional  superintendent  of      
   schools  from  employing  his  or  her  spouse,  child,  stepchild, or      
   relative as an assistant regional superintendent of schools.  Provides      
   that if the State  Comptroller  becomes  aware  of  the  fact  that  a      
   regional  superintendent  is  employing  his  or  her  spouse,  child,      
   stepchild,  or  relative  as an assistant regional superintendent, the      
   State Comptroller shall not issue any warrants for the payment of  the      
   assistant regional superintendent's salary. Effective immediately.          
        HOUSE AMENDMENT NO. 1.                                                 
        Changes certain references from  the  State  Comptroller  to  the      
   State  Board  of  Education.   Provides that the amendatory provisions      
   apply only to contracts for employment entered into on  or  after  the      
   effective date of the amendatory Act.

        Amends the School Code and the School Free Lunch Program Act.  In      
   provisions   concerning   special   education,    gifted    education,      
   transitional   bilingual   education,  children  from  orphanages  and      
   children's homes, summer school, and school meal programs,  eliminates      
   the  requirement  that  certain reports and claims be submitted to the      
   regional superintendent of  schools.   Instead,  provides  that  these      
   reports  and  claims are to be transmitted directly to the State Board      
   of Education or the State Superintendent  of  Education.  Makes  other      
   changes.  These provisions also effective immediately.
