   New Act                                                                     
   815 ILCS 505/2Z           from Ch. 121 1/2, par. 262Z                       

        Creates the Unsolicited Electronic Mail Consumer Protection  Act.      
   Prohibits  the  transmission  of  a commercial electronic mail message      
   from a computer located in Illinois or to an electronic  mail  address      
   that  the  sender knows, or has reason to know, is held by an Illinois      
   resident if the message uses a  third  party's  Internet  domain  name      
   without  permission of the third party, or otherwise misrepresents the      
   point of origin or the transmission path of  a  commercial  electronic      
   mail   message,  or  if  the  message  contains  false  or  misleading      
   information in the subject line.  Provides for damages for violations.      
   Provides that an interactive computer service may block the receipt or      
   transmission through its service of prohibited  commercial  electronic      
   mail  and  exempts  an interactive computer service from liability for      
   blocking prohibited commercial electronic mail.  Amends  the  Consumer      
   Fraud  and  Deceptive  Business  Practices  Act  by  providing  that a      
   violation of certain provisions of  the  Unsolicited  Electronic  Mail      
   Consumer  Protection Act constitutes a violation of the Consumer Fraud      
   and Deceptive Business Practices Act.
