SCOTT. 35 ILCS 200/27-95 new 35 ILCS 200/27-100 new Amends the Special Service Area Tax Law in the Property Tax Code. Provides that if at least 30% of the roads in a municipality are not owned or controlled by a governmental unit and those roads provide access to emergency vehicles, then 51% of the property owners may approve the formation of a special service area for repair, maintenance, and reconstruction of those private roads.
