Amends the Illinois Vehicle Code to provide that every applicant for a driver's license or permit shall be provided with information about the Adoption Registry. Amends the Adoption Act. Allows updated medical or social information supplied by birth relatives to be given to an adopted person 18 years of age or over. Provides for certification and decertification of confidential intermediaries by the Confidential Intermediary Advisory Board consisting of 5 persons appointed by the Governor. Lists the information to which a confidential intermediary has access.
