Amends the Southwestern Illinois Development Authority Act. Provides that prior to January 1, 2000, the Authority may designate a portion of the Authority's territorial jurisdiction in the townships of O'Fallon, Lebanon, Mascoutah, and Shiloh Valley in St. Clair County as an Enterprise Zone under the Illinois Enterprise Zone Act. Provides that solely with respect to industrial purposes and uses, the Whiteside County/Carroll County Enterprise Zone shall be in effect for 30 calendar years or for a lesser number of years specified in the certified designating ordinance. Amends the Public Utilities Act.
