BOLAND. 220 ILCS 5/7-109 new Amends the Public Utilities Act. Sets forth criteria that must be met before the Commerce Commission may approve a merger or change in control of a public utility or telecommunications carrier. Requires the Commission to allocate, where it has ratemaking authority, the economic benefits of the merger. Provides that ratepayers shall receive at least 50% of the benefits. FISCAL NOTE (Ill.
