        Amends the State Finance Act and the Illinois Public Aid Code.         
   Creates the Tobacco Settlement Recovery Fund as a special fund in           
   the State Treasury.  Provides that  the  Fund  shall  consist  of  all      
   monies  paid  to  the  State  pursuant  to  (1)  the Master Settlement      
   Agreement entered in the case of People of the State  of  Illinois  v.      
   Philip  Morris,  et  al.  and   (2)  any  settlement  with or judgment      
   against any tobacco product manufacturer other than one  participating      
   in  the  Master  Settlement  Agreement, as well as any other monies as      
   provided by law.  Provides that beginning  on  January  1,  2000,  the      
   existing  balance  in  the  Tobacco  Settlement Recovery Fund shall be      
   transferred monthly to the Long-Term Care Provider Fund until at least      
   $55,000,000 has been transferred during that fiscal year, which  money      
   shall  replace the nursing home licensed day bed fee which is repealed      
   by this amendatory Act of the 91st General Assembly.
